Acceptability of housing outcomes in slum upgrading intervention: The case of ‘Extreme Poverty Alleviation’ in Kemas Rindo, Palembang, Indonesia

The research focused on three findings, slum upgrading components, community participation, and community acceptability. First, slum upgrading was developed with a collaborative approach from the Settlement Infrastructure Agency (BPPW), the Housing Provision Implementation Agency (BP2P), the Regional Infrastructure Development Agency (BPIW), and the community. The upgraded components are water, sanitation, neighbourhood roads, drainage, and housing improvements. Second, the community participation level in the planning phase was identified as consultative level and shared control in the implementation phase. Third, in the physical aspect, the residents feel satisfied due to the upgrades to a permanent condition and better accessibility. In the socio-cultural aspect, the community were closer to each other during the slum upgrading process, they have more sense of belonging and are willing to maintain their house and settlement area. In the financial aspect, they did not feel burdened to pay the monthly charges because of the quality and the reasonable price. However, a few people were unsatisfied because they had not received the water connection yet, the house was not completely improved because of the limited budget and stilt house typology, and the neighbourhood road was not fully upgraded due to limited budget and prioritisation. This research recommends continuing the collaborative approach of slum upgrading and housing improvement programs, especially in Indonesia, since it positively affects community acceptability.
