Indonesia plans to adopt the Open Road Tolling (ORT) system as a multilane free-flow (MLFF) system aided by the Global Navigation Satellite System (GNSS). This system requires an electronic onboard unit (e-OBU) to levy fares in the form of an application on the drivers’ phones. As a device that connects the toll road operator and users, an e-OBU can also be used to disseminate traffic information. However, the provision of traffic information in Indonesia has received little consideration, particularly on how it could ease traffic by reducing the expected travel time among drivers. To assess the effectiveness of the newly introduced ORT, the impact of traffic information must be accurately reflected. However, the differences in Indonesian drivers’ perceptions of traffic conditions and tolls translated into their range are not fully understood. This dissertation reveals the characteristics of the Indonesian MLFF toll collection systems and makes personal traffic information a tool for managing traffic on toll road networks. The opinions of Indonesian drivers regarding traffic information and route-choice behavior are provided. In addition, a strategy for delivering travel time and toll information to ease traffic and optimize travel time is presented.
