Road infrastructure expansion can promote social and economic development, but they can also become the cause of environmental problems. The most notable ones occurred in WINRIP are soil pollution from hazardous material, increased dust in settlement areas, and disturbance of public utilities. Applying the theoretical lens of policy implementation and the framework of an environmental policy implementation (EPI) model, this longitudinal qualitative research investigated how the environmental policy was carried out in WINRIP.
